Technical Advisory Services to WATCO

Title: Technical Advisory Services to WATCO (Odisha)

The Government of Odisha has invited AquaMAP to provide all the necessary advice to WATCO, which is implementing their pioneering 24 x 7 Drink from TAP (DFT) project across the state. AquaMAP is providing guidance regarding water quality surveillance and monitoring, water quality assurance, implementation of water safety plan and implementation of software for data management.

OBJECTIVE:

Providing Technical Advisory Services to WATCO on ‘Water Quality Assurance in all the cities’ being pioneered by the state government of Odisha.

SCOPE:

  1. Water Quality
    • Setting up systems for Online Water Quality Reporting at all levels, record keeping, analysis, reporting and make water quality data available for the stakeholders.
    • To review and suggest improvements in the water quality monitoring framework, modalities of PHEO WATCO.
    • Develop the state level water quality monitoring analytical reports for informed decision making.
    • To develop standard operating procedures for water quality monitoring from the intake up to consumer end.
    • To review, inspect and suggest improvements in functioning of water quality testing laboratories.
    • Development of Quality Assurance Plan and Water Safety Plan.
    • Standard Operating Procedure for Water Quality Incidence Management.
    • Development of Water Quality Monitoring & Surveillance Manual/Handbook
    • Training & Capacity Building of PHEO & WATCO in Water Quality Monitoring & Assurance.
    • Deploy expert resources at the Water Quality Resources cell as per requirement.

2. Data Analytics

    • Review of the Data handling & Management system of WATCO and suggest
    •  Improvement
    • Plan of action to integrate Data Analysis and representation tools for improved
    •  decision-making
    • Plan of action for introducing AI & ML in water supply management.

3. Energy Efficiency: Study and propose energy efficient measures in 24X7 Water Supply Systems

4. Training and Capacity Building of PHEO & WATCO in various fields related to water supply and quality assurance

5. Documentation of Best Practices

Progress so far

  • Assessment report for existing Water Supply Systems of WATCO
  • Suggestions for improving the existing system were submitted to WATCO for future consideration.
  • ‘Best practices from WATCO project of ‘24X7 DRINK FROM THE TAP’’ has been documented
  • ‘Standard Operating Procedures (SOP) for water quality incidence management’ was developed and submitted
  • A manual for preparing ‘water safety plans’ with an example ‘water safety plan for the city of Bhubaneswar’ was developed and submitted
  • Different ‘Training Modules’ were developed for Divisional Lab Technicians and State Lab Technicians.
  • A ‘water quality testing protocol’ was developed for Jal Saathis.
  • ‘Standard Operating Procedures (SOP) for sample collectors’ was developed and submitted.
  • A website has been created for the ‘Water Quality Assurance Cell’ to improve management of water quality.
  • Water Quality Monitoring and Surveillance Manual is developed and submitted.
  • A ‘Water Quality Assurance Cell’ at the Housing & Urban Development Department (H&UDD) has been set-up for improved water quality monitoring and surveillance across the state.
